  "text": "In Article 2, at the end, insert new paragraphs 5, 6 and 7—\n“5. “appropriate authority” means—\n(a) in relation to England, the Secretary of State;\n(b) in relation to Wales, the Welsh Ministers;\n(c) in relation to Scotland, the Scottish Ministers;\n(d) in relation to Northern Ireland, the Northern Ireland devolved authority;\n6. “prescribe” means prescribe by regulations;\n7. “Northern Ireland devolved authority” means the Department of Health.”.",
