  "text": "(1) Subject to paragraphs (2) and (3), a person who solicits any person to be carried for hire or reward in a taxi is guilty of an offence.\n(2) Paragraph (1) does not imply that the soliciting must refer to any particular taxi nor is the mere display of a plate, disc, sign or distinguishing mark on a taxi that it is for hire soliciting within that paragraph.\n(3) No offence is committed under this Article where soliciting persons to be carried for hire or reward in licensed taxis is permitted by any provision of or made under Chapter II of Part II (whether or not supplemented by provision made under Article 7(3)) or by virtue of regulations made under Article 22(2)(c).\n(4) A person guilty of an offence under this Article is liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
