  "text": "In this Order—\n“the 2000 Act” means the Transport Act 2000;\n“the 2003 Act” means the Local Government Act 2003;\n“the 2009 Act” means the Local Democracy, Economic Development and Construction Act 2009;\n“the 2016 Order” means the Tees Valley Combined Authority Order 2016;\n“combined area” means the area of the Combined Authority;\n“Combined Authority” means the Tees Valley Combined Authority, established by the 2016 Order;\n“constituent councils” means the councils for the local government areas of Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton-on-Tees; and\n“Mayor” means the mayor for the combined area.",
