  "text": "Where the Department serves a notice of rejection, the notice must—\n(a) inform the person on whom it is served of his right to appeal to an adjudicator under Article 28;\n(b) describe in general terms the form and manner in which such an appeal must be made;\n(c) indicate the nature of an adjudicator’s power to award costs; and\n(d) contain such other information as the Department considers appropriate.",
