  "text": "The following provisions of the 1991 Act are disapplied in relation to specified works in specified streets—\n(a) section 53 (the street works register);\n(b) section 54 (advance notice of certain works);\n(c) section 55 (notice of starting date of works);\n(d) section 56 (power to give directions as to timing of street works);\n(e) section 57 (notice of emergency works); and\n(f) section 66 (avoidance of unnecessary delay or obstruction).",
