  "text": "(1) The functions of rent assessment committees for areas in England are transferred to the First-tier Tribunal or, where determined by or under Tribunal Procedure Rules in relation to any particular case, the Upper Tribunal.\n(2) Rent assessment committees for areas in England are abolished.",
