  "text": "Draft Regulations laid before Parliament under section 143(4B) of the Local Government Finance Act 1988, for approval by resolution of each House of Parliament.\nLocal Government, England\nFinance\nMade 2017\nComing into force in accordance with Regulation 1(2)\nThe Secretary of State for Transport makes the following Regulations in exercise of the powers conferred by sections 74 and 143(1) and (2) of the Local Government Finance Act 1988.\nIn accordance with section 143(4B) of that Act, a draft of these Regulations has been laid before, and approved by a resolution of, each House of Parliament.",
