  "text": "(1) This Part applies to—\n(a) renters who are liable to make rent payments to a person other than a provider of social housing; and\n(b) renters who meet the occupation condition in respect of temporary accommodation (see paragraph 21).\n(2) Sub-paragraph (1) applies irrespective of whether renters are also liable to make service charge payments.",
