  "text": "(1) A person falls within the Pathfinder Group if they meet the requirements of regulations 5 to 12.\n(2) Any declaration which is required by regulation 6(3)(c), 9(1), or 12(a) or (b) is to be made by such method as may be required by the Secretary of State in relation to the person.",
