  "text": "After Article 9 insert—\n“Article 9A\nRegulations\n1. Regulations made under Article 9 are to be made by statutory instrument.\n2. A statutory instrument made by the Secretary of State under Article 9 is subject to annulment in pursuance of a resolution of either House of Parliament.\n3. Regulations made under Article 9 may—\n(a) make different provision for different purposes or areas;\n(b) include supplementary, incidental or consequential provision;\n(c) make transitional, transitory or saving provision.”.",
