  "heading": "Failure to make a payment to account for activity in the Trading Schemes",
  "text": "(1) The administrator may impose the penalties in paragraph (2) where a participant in the Trading Schemes fails to make a payment which is due in accordance with a payment notice given under article 28, 39, 60 or 71.\n(2) The penalties are—\n(a) the financial penalty of—\n(i) the amount of the payment which was specified in the payment notice and which remains outstanding; and\n(ii) a daily penalty at a daily rate which is the sum of £750 and 0.75% of the amount of the payment specified in the payment notice, beginning with the day after the day on which that payment was due;\n(b) publication; and\n(c) a block.",
