  "text": "(1) The administrator may impose the penalties in paragraph (2) where a participant in the Trading Schemes fails to maintain and audit its records, as required by article 75, or where an SPV manufacturer fails to maintain and audit its records, as required by article 76.\n(2) The penalties are—\n(a) the financial penalty of £7,500;\n(b) publication; and\n(c) a block.",
