  "text": "After regulation 17B insert—\n“Scheme year 11 spending before fifth commencement date\n17C. In scheme year 11, a compulsory scheme electricity supplier may treat as an amount of spending incurred under Chapter 4 any spending which—\n(a) takes place in the period beginning on 1st April 2021 and ending on the day before the fifth commencement date; and\n(b) would count towards its non-core spending obligation by virtue of Chapter 4 if the Warm Home Discount (Miscellaneous Amendments) Regulations 2021 had come into force on 1st April 2021.”.",
