  "text": "In regulation 19—\n(a) in paragraph (1), for “(2) and (3)”, substitute “(2), (3) and (4)”;\n(b) in paragraph (3), omit “or a registered exemption”;\n(c) after paragraph (3), insert—\n“(4) Paragraph (1) applies to the mixing of waste oil—\n(a) only to the extent that the prohibition in that paragraph is technically feasible and economically viable; and\n(b) only where such mixing would impede the treatment of the waste oil.”.",
