  "heading": "Duties of planning authorities",
  "text": "(1) A planning authority shall exercise its specified functions with the objectives of ensuring that—\n(a) the waste hierarchy set out in paragraph 6(2) and (3) is applied;\n(b) waste is managed in accordance with paragraph 6(1)(a); and\n(c) any plan made under the plan-making provisions is implemented.\n(2) Nothing in sub-paragraph (1) requires a planning authority to deal with any matter which the relevant pollution control authority has power to deal with.",
