  "text": "In these Regulations—\n“the Act” means the Water Industry Act 1991;\n“fluoridation arrangements” means arrangements under section 87(1) of the Act;\n“local authority” means a county council, a district council, the Greater London Authority, a London borough council, the Common Council of the City of London (in its capacity as a local authority) or the Council of the Isles of Scilly;\n“proposal” means a proposal by the Secretary of State to take any step concerning fluoridation arrangements that falls within section 89(2) of the Act.",
