  "text": "Paragraph 1 has effect as if—\n(a) for sub-paragraph (1) there were substituted—\n“(1) For the purposes of this Act, a “special administrator” means a person appointed by the court to manage the affairs, business and property of a water industry company under—\n(a) section 23(1) of the 1991 Act, or\n(b) paragraph 91 or 103 of this Schedule.”; and\n(b) after sub-paragraph (1) there were inserted—\n“(1A) Where the context requires, the definition of “special administrator” in sub-paragraph (1) includes a former special administrator.”.",
