  "text": "(1) Except as provided by paragraph (2), the provisions of this Order come into force on such day or days as the Department may by order appoint.\n(2) The following provisions come into force on the day after the day on which this Order is made—\n(a) Article 1, this Article and Articles 3 and 4;\n(b) Article 5 for the purposes of making regulations;\n(c) Articles 6 to 8;\n(d) Articles 17 to 22.\n(3) An order under paragraph (1) may make such transitory or transitional provision or savings as the Department considers necessary or expedient.",
