Coming into force 14th February 1990
The Secretary of State for the Environment as respects England and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred on them by section 149(1) and (2) of the Local Government and Housing Act 1989, and of all other powers enabling them in that behalf, hereby make the following Regulations:–
