  "text": "(This note is not part of the Regulations)\nThese Regulations extend the permissible maximum working day of a driver engaged in the collection and transportation of milk, when at least one of the conditions in Regulation 3 applies.\nRegulation 3 applies where the driver spends time driving or on duty to meet special needs occasioned by the outbreak of foot-and-mouth disease in Great Britain, or to deal with the effects or consequences of such an outbreak.\nThe working day of a driver, as set out in section 96(3) (a) of the Transport Act 1968, is extended in such cases, from a maximum of eleven to thirteen hours.\nA full impact assessment has not been provided for this instrument in view of the urgency with which these Regulations have needed to be made.",
