The Secretary of State makes the following Regulations in exercise of the powers conferred by section 131Af1 and section 141f2 of the Road Traffic Act 1988.

1988 c. 52; section 131A was inserted by the Driving Instruction (Suspension and Exemption Powers) Act 2009 (c.17), section 4(1) and Schedule 1, paragraph 7. Section 131A applies with modifications by virtue of sections 127(9) and 129(9) of the Road Traffic Act 1988, as inserted by the Driving Instruction (Suspension and Exemption Powers) Act 2009, section 4(1) and Schedule 1, paragraphs 3 and 6.
