  "text": "(This note is not part of the Regulations)\nThe Dual-Use and Related Goods Regulations 1996 contain references to Council Decision No. 94/942/CFSP of 19 December 1994 on the joint action adopted by the Council of the European Union on the basis of Article J. 3 of the Treaty on European Union concerning the control of exports of dual-use goods (O.J. No. L367, 31.12.94, p. 8), amended by Council Decision No. 96/613/CFSP (O.J. No. L 278, 30.10.96, p. 1).\nCouncil Decision No. 96/613CFSP has now itself been amended by Council Decision No. 97/100/CFSP. These Regulations amend the 1996 Regulations so that references to the 1994 Decision are to that Decision as amended by the 1996 Decision as itself amended by the 1997 Decision.",
