  "heading": "Nomination of candidates for election",
  "text": "(1) Not less than 28 days before the new constitution date the employees of the Authority shall submit to the chief executive nominations of persons for election as a member of the Authority.\n(2) Not later than 1st December in the year 1994 and in each third year thereafter the employees of the Authority shall submit to the chief executive nominations of persons for election as a member of the Authority.\n(3) In the case of a casual vacancy the Authority shall by notice to the employees of the Authority specify the date (being not less than 28 days after the date of the notice) by which the employees shall submit to the chief executive nominations of persons for election as a member of the Authority.\n(4) Except as provided in paragraph (1) above a person shall be duly nominated for election only if a nomination paper—\n(a) is received by the chief executive not later than 1st December in the year of election or, in the case of a casual vacancy, the date specified in the notice referred to in paragraph (3) above;\n(b) is signed by the proposer and seconder of the candidate; and\n(c) contains a declaration signed by the candidate that, if elected, he would be willing to serve as a member of the Authority.",
