  "heading": "Failure to fill vacancy",
  "text": "If, by reason of the death, disqualification, resignation or withdrawal of a person appointed or elected as a member of the Authority or of a candidate nominated for election as a member of the Authority, or for any other reason, there is a vacancy which cannot be filled in accordance with the provisions of this Order, or pursuant to paragraph 1(2) of Part I of Schedule 1 to the Order of 1975, the Authority shall as soon as practicable appoint a person to fill the vacancy.",
