  "text": "(1) For the purposes of regenerating the area designated by article 2(1) there is established an urban development corporation named “the Ebbsfleet Development Corporation”.\n(2) The Ebbsfleet Development Corporation shall consist of 9 members in addition to the chairman and the deputy chairman.",
