  "text": "(This note is not part of the Regulations)\nThese Regulations widen the scope of the Education (Access Funds) (Scotland) Regulations 1990 to enable the Secretary of State to pay access funds to all Universities in Scotland and not just to the Universities designated under section 44 of the Further and Higher Education (Scotland) Act 1992.",
