  "heading": "Institution of proceedings and punishment.",
  "text": "(1) Proceedings for an offence under section 198 or 199 of this Act shall not be instituted except by a local education authority.\n(2) A person guilty of an offence under section 198 or 199 of this Act is liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
