  "text": "This Statutory Instrument supersedes an earlier identically numbered instrument, which incorrectly included below the title “Laid before Parliament” and “Coming into force” as italicised headings. It is being issued free of charge to all known recipients of that earlier Instrument.\nEDUCATION, ENGLAND AND WALES\nMade 20th October 1997\nIn exercise of the powers conferred on the Secretary of State by section 583(3) and (5)(b) of the Education Act 1996 the Secretary of State for Wales hereby makes the following Order:",
