  "text": "A child falls within this paragraph if—\n(a) he is of compulsory school age and is any of the following—\na child with special educational needs;\na disabled child;\na child with mobility problems,\n(b) he is receiving education at a place other than a school by virtue of arrangements made in pursuance of section 19(1), and\n(c) having regard to whichever of the following are relevant—\nhis special educational needs;\nhis disability;\nhis mobility problems,\nhe cannot reasonably be expected to walk to that place.",
