  "text": "This Act shall apply to the Isles of Scilly—\n(a) as if the Isles were a separate non-metropolitan county (and the Council of the Isles of Scilly were accordingly a county council), and\n(b) subject to such other modifications as are specified in an order made by the Secretary of State.",
