  "long_title": "This Order brings provisions of the Education Act 1997 into force on 1st September 2001 which provide for the repeal of sections 400 and 401 of the Education Act 1996. Those sections provided for a system of approval of qualifications which is superseded by sections 96 and 97 of the Learning and Skills Act 2000. Section 96 of the Learning and Skills Act 2000 will come into force on 1st September 2001 (see the Learning and Skills Act 2000 (Commencement No. 3 and Savings and Transitional Provisions) Order 2001 (S.I. 2001/654) as to England and the Learning and Skills Act (Commencement No. 3 and Transitional Provisions) (Wales) Order 2001 (S.I. 2001/1274 (W. 73) (C. 46)) as to Wales).",
