  "text": "The following provisions of the 2002 Act shall come into force except in relation to Wales on 1th March 2003:\nsection 19(2) to (5) and (7);\nsection 20(2) and (3);\nsection 21(3);\nsection 23;\nsection 26;\nsection 33(3);\nsection 215(1) to the extent that it relates to the paragraphs of Schedule 21 specified below;\nin Schedule 21–\nparagraphs 45, 46(4) and (5), 48, 66, 104, 105, and 117 to the extent that they are not already in force, and\nparagraph 70.",
