  "text": "(1) Regulations may make provision about the compilation, retention and disclosure of educational records of further education institutions.\n(2) The regulations may, in particular, impose a function on—\n(a) a local authority, or\n(b) the governing body of a further education institution.\n(3) The regulations may, in particular, make a duty to provide a copy of a record conditional on the payment of a charge which does not exceed the cost of providing the copy.\n(4) In this section “further education institution” has the same meaning as in section 140.",
