  "text": "(1) It is an offence intentionally to obstruct—\n(a) the inspector conducting the inspection, or\n(b) a member of an inspection team,\nin the exercise of his functions in relation to an inspection of a school.\n(2) A person guilty of an offence under sub-paragraph (1) is liable on summary conviction to a fine not exceeding level 4 on the standard scale.",
