  "text": "(1) Section 90 (development work and experiments) is amended as follows.\n(2) In subsection (3)—\n(a) after paragraph (a) insert “ or ”;\n(b) omit paragraph (c) (and the “or” immediately before it).\n(3) In subsection (4) omit the words after “by the governing body”.\n(4) In subsection (5), for paragraph (b) substitute—\n“(b) a person designated for the purposes of this subsection by the Secretary of State.”\n(5) In subsection (5A) for “the reviewing body” substitute “ a person designated for the purposes of this subsection by the Secretary of State ”.\n(6) Omit subsection (5B).\n(7) In subsection (5C) for “subsection (5B)” substitute “ subsection (5)(b) or (5A) ”.",
