  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 2003/1200 and is being issued free of charge to all known recipients of that Statutory Instrument.\nEDUCATION, ENGLAND\nMade 27th May 2003\nLaid before Parliament 6th June 2003\nComing into force 1st July 2003\nIn exercise of the powers conferred upon the Secretary of State by paragraph 2 of Schedule 8 to the Education Act 2002 the Secretary of State for Education and Skills hereby makes the following Regulations:",
