  "text": "In the National Health Service (Scotland) Act 1978, in section 16A (power to make payments towards expenditure on community services), in subsection (1)—\n(a) in paragraph (b)—\n(i) sub-paragraph (i) is repealed, and\n(ii) for “those terms” substitute “ that term ”,\n(b) after paragraph (b) insert—\n“(ba) any functions under section 4 or 5 of the Education (Additional Support for Learning) (Scotland) Act 2004 (asp 4) in making provision for additional support needs;”.",
