  "text": "(1) The Scottish Ministers may by order make such transitional, transitory or saving provision as they consider necessary or expedient for the purposes of, or in consequence of, or for the purposes of giving full effect to, any provision of this Act.\n(2) An order under this section may modify any enactment, instrument or document.",
