  "text": "(1) In this Schedule “public authority”—\n(a) includes any person certain of whose functions are functions of a public nature, but\n(b) does not include either House of Parliament or a person exercising functions in connection with proceedings in Parliament.\n(2) Subject to paragraph 8(3), references in this Schedule to a public authority do not include a public authority outside the United Kingdom.",
