  "text": "(1) Paragraph 1 is amended as follows.\n(2) In sub-paragraph (1)—\n(a) after “foundation special school” insert “ in Wales ”, and\n(b) omit paragraph (c).\n(3) In sub-paragraph (1A)(b) for “falling within section 21(1)(a)” substitute “ established otherwise than under this Act ”.\n(4) In sub-paragraphs (2) and (3) for “Secretary of State” substitute “ Assembly ”.\n(5) In sub-paragraph (3)—\n(a) for “his” substitute “ its ”,\n(b) for “he”, wherever occurring, substitute “ the Assembly ”, and\n(c) for “him” substitute “ the Assembly ”.",
