  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Education (Assisted Places) (Incidental Expenses) Regulations 1989. They come into force on 21st August 1990 and apply to a school year beginning on or after that date.\nThe means tests for uniform grants and school travel grants are relaxed (regulations 2 and 3).",
