  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Education (Bursaries for Teacher Training) Regulations 1988. They empower the Secretary of State to pay training bursaries in respect of courses of initial teacher training which begin on or after 1st September 1990and of which the principal subject matter is either Welsh or a specified modern foreign language. A drafting amendment has been made to regulation 5 (c).",
