  "text": "(1) In relation to the areas set out in paragraph (2) the Principal Regulations are amended as set out in regulations 4 to 7.\n(2) The areas to which paragraph (1) applies are the areas of the following local education authorities—\n(a) Birmingham City Council;\n(b) Blackburn with Darwen Borough Council;\n(c) Derbyshire County Council;\n(d) Stockton-on-Tees Borough Council; and\n(e) Warwickshire County Council.",
