  "text": "In Regulation 4 —\n(a) omit paragraph (2);\n(b) after paragraph (4) insert:\n“(5) For the school year 2005-06, a third supplementary plan must relate to a period —\n(a) in respect only of the setting of targets specified in regulation 30, the school years 2005-06 and 2006-07;\n(b) in all other respects, the school year 2005-06”.",
