  "text": "This Statutory Instrument has been made in consequence of defects in S.I. 1994/653 and is being issued free of charge to all known recipients of that Statutory Instrument.\nEDUCATION, ENGLAND AND WALES\nMade 3rd May 1994\nLaid before Parliament 5th May 1994\nComing into force 1st June 1994\nIn exercise of the powers conferred on the Secretary of State by sections 183(6) and (9), 186 and 310(6) of, and paragraphs 12 and 14 of Schedule 11 to, the Education Act 1993, the Secretary of State for Education, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:",
