  "heading": "Restrictions on persons taking part in proceedings",
  "text": "Without prejudice to paragraph 26 above, Appendix 1 to this Schedule shall have effect for the purposes of describing the only circumstances and cases in which a member of the Governing Body or any other person present at a meeting of the Governing Body shall be required—\n(a) to withdraw from the meeting;\n(b) not to take part in the consideration or discussion of any matter; or\n(c) in the case of a member of the Governing Body, not to vote on any question with respect to any matter.",
