In exercise of the powers conferred by sections 100(1) and (3) and 111A of the Education Act 1944^f1, section 4(1) and (3) of the Education Act 1967 ^f2, section 50(1) and (3) of the Education (No. 2) Act 1986^f3 and section 213(1) and (2) of the Education Reform Act 1988^f4 and vested in the Secretary of State^f5 the Secretary of State for Education and Science, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
