  "text": "EDUCATION, ENGLAND AND WALES\nMade 11th December 2002\nLaid before Parliament 13th December 2002\nComing into force 3rd January 2003\nThe Secretary of State for Education and Skills, in exercise of the powers conferred by sections 1 and 4(2) of, and paragraphs 3 and 4 of Schedule 1 to, the Education Act 1962, and by sections 3(1) and (3) of the Education Act 1973, hereby makes the following Regulations:—",
