  "text": "EDUCATION, ENGLAND AND WALES\nMade 28th July 2003\nLaid before Parliament 7th August 2003\nComing into force 1st September 2003\nThe Secretary of State for Education and Skills, in exercise of the powers conferred by sections 1 and 4(2) of, and paragraphs 3 and 4 of Schedule 1 to, the Education Act 1962, and by sections 3(1) and (3) of the Education Act 1973 hereby makes the following Regulations:",
