  "text": "This Statutory Instrument has been made in consequence of a defect in S.I. 1994/692 and is being issuedfree of charge to all known recipients of that Statutory Instrument.\nEDUCATION, ENGLAND AND WALES\nMade 24th October 1994\nLaid before Parliament 25th October 1994\nComing into force 16th November 1994\nIn exercise of the powers conferred by section 30(5) of the Education (No. 2) Act 1986 the Secretary of State for Education as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Order:",
